Douglas was born on May 13, 1938 in Marshalltown, Iowa to Leland and Frances Fiscus. He graduated from Union High School in 1956 and went on to study agricultural engineering at Iowa State University obtaining a Bachelor of Science in 1960. From 1960-September 1, 2013 (53 years!) he worked as an environmental and industrial engineer. His career included 3 patents in pneumatic conveying, and culminated with a specialty in hazardous waste and wastewater management, storage and treatment.

Douglas married Barbara Joan Smith on May 31, 1959 in Clemons, Iowa and together they had Scott, Paul and Sara Fiscus. Scott and his wife Shawn have three daughters --Meagan, Alexandria and Erika; Paul has two daughters –Ashlyn and Justine; and Sara and her husband, Andres Trillo, have three boys –Sebastian, Tristan and Benjamin. After marrying, Barbara and Douglas lived in Wisconsin, Minnesota, Missouri and finally settled in Kansas where they have been for the last 43 years.
